Australia’s Jacka farms into Somaliland oil block

HARGEISA (Reuters) – Australian oil explorer Jacka Resources has entered into an agreement with Petrosoma Limited to take a 50 percent equity stake in an oil block in a breakaway enclave of Somalia, Jacka said on Monday. It said the 22,000 square kilometre Habra Garhajis block -formerly known as block 26 – in southwestern Somaliland was expected to be similar in geology to basins in Yemen and Uganda where billions of barrels of oil reserves have been discovered. “Jacka’s management have held the belief for a long time that Somaliland holds great potential,” Jacka’s Chairman Scott Spencer said in a statement. Under the terms of the agreement, Jacka will be the operator, the company said in a statement. The Habra Garhajis block comprises the whole of concession SL6 and parts of SL7 and 10. Jacka will conduct a gravity survey and a minimum 500 kms of 2D seismic tests, it said. In November, Somaliland’s government said London-listed company Ophir Energy, Asante Oil and Prime Resources had signed deals under which they would have 18 months to explore, conduct seismic tests and identify wells. Only 21 wells have been drilled in Somaliland, making it under explored even by the frontier standards of the region, where the oil and gas industries are in their infancy. Kenya announced last week its first ever oil strike, although more drilling is needed to assess commercial viability.

In de herfst van 1989 werd in Paradiso in Amsterdam door de Nederlandse regering een soort 'ontmoedigingsbijeenkomst' gehouden voor alle Somalische nieuwkomers. Er werd aangegeven dat Nederland geen speciale plannen of voorzieningen voor deze doelgroep had en dat ieder jaar slechts 1% van alle nieuwkomers in Nederland een status zou krijgen. Dat bracht bij veel Somaliërs het idee naar boven verder te verhuizen naar andere Europese landen. Eigenlijk een lesje 'Hoe maak ik tegen hoge kosten zo min mogelijk gebruik van een groep nieuwkomers'. Voor niemand winst.

Een windmolen die net als een klassieke poldermolen rechtstreeks een pomp aandrijft, dat is het concept van de combinatie windmolen en omgekeerde osmose ontwikkeld door de TU Delft. De pomp is in dit geval wel een hogedruk pomp die water met ongeveer 60 bar door membranen heen perst. Met de omgekeerde osmosemembranen wordt zoet water geproduceerd uit zeewater. De nieuwe windmolen is bijvoorbeeld geschikt voor kleine dorpjes op afgelegen locaties in droge kustgebieden. Combinaties van windmolens en ontzoutingsinstallaties worden op dit moment al commercieel aangeboden. De molen produceert dan elektriciteit uit windenergie, de elektriciteit wordt opgeslagen en weer gebruikt voor het aandrijven van de hogedrukpomp van de omgekeerde osmose installatie. De investeringskosten zijn vooral hoog door de elektriciteitsopslag. Er zijn ook energieverliezen door de omzettingen. In de 'Delftse' molen wordt de hogedrukpomp rechtstreeks aangedreven door de windenergie. In tijden van windstilte wordt gebruik gemaakt van een watervoorraad. Water opslaan is immers veel goedkoper dan elektriciteit opslaan. Robuust Er is gekozen voor een windmolen die normaal gebruikt kan worden voor irrigatiedoeleinden. Deze windmolens draaien relatief langzaam en ze zijn ook robuust. Op basis van het vermogen van de molen bij verschillende windsnelheden wordt geschat dat de molen 5 tot 10 m3 per dag gaat produceren, genoeg drinkwater voor een klein dorpje van 500 inwoners. Een reservoir moet er voor zorgen dat een windstilte van vijf dagen is te overbruggen. Drie beveiligingen (droogloop, lage toerental, hoge toerental) worden ook mechanisch uitgevoerd, zodat geen elektriciteit nodig is. Prototype Het eerste prototype is nu gereed en draait nabij Delft op een locatie naast de A13. Dit prototype wordt begin maart afgebroken en op transport gezet naar Curaçao. Since Somalia is a male-dominated society, few women have had the opportunity for an education and to challenge the bias that has long existed against them. Xeer From Wikipedia, the free encyclopedia Xeer, pronounced [ħeːr], is the polycentric legal system of Somalia. Under this system, elders serve as judges and help mediate cases using precedents.[1] It is a good example of how customary law works within a stateless society and is a fair approximation of what is thought of as natural law. Several scholars have noted that even though Xeer may be centuries old, it has the potential to serve as the legal system of a modern, well-functioning economy.[2][3][4] According to one report, the Somali nation did not begin with the common use of the Somali language by the clans but rather with the collective observance of Xeer. Xeer is thus referred to as being both the father and child of the Somali nation. An analogous phenomenon is said to have occurred among the neighbouring Oromo nation, the latter of which is now under Abyssinian rule.[3] Under Xeer, there is no authority that dictates what the law should be. The law is instead discovered by judges as they determine the best way to resolve a dispute. As such, the Somali nation by tradition is a stateless society; that is, Somalis have never accepted the authority of any central government, their own or any other.[3] Under Xeer law Somalia forms a Kritarchy and conforms in many respects to natural law. The lack of a central governing authority means that there is a slight variation in the interpretation of Xeer amongst different communities. The laws that are widely accepted are called "xeer guud" and those particular to a specific community are referred to as "xeer tolnimo".[5] As with law systems in Western states, the Xeer legal system also demands a certain amount of specialization of different functions within the legal framework. Thus, one can find odayal (judges), xeer boggeyaal (jurists), guurtiyaal (detectives), garxajiyaal (attorneys), murkhaatiyal (witnesses) and waranle (police officers) to enforce the law.[5]

And, while they also have the saying that "not all trees are the same height" it is a widely held observation that when people sit down, the tops of their heads are more nearly at the same height. These points are significant for the sort of culture and law they have adopted. In the Somali language, the word for "culture and law" is xeer. The Xeer Samaron is the culture and law of the Samaron, and it is distinct in some traditions, especially the origin myth, the wedding ceremony, and other ceremonies, from the Xeer Isaaq or the Xeer Dulbahante. However, in handling crime and tort, the Xeerai (plural of xeer) are very similar throughout Somalia (and among the Somalis of other countries in the region).

Deze aanzet tot hernieuwde staatsvorming doorkruist echter andersgerichte staatsvormingsprocessen, die in verscheidene regio's op gang gekomen waren nadat in een periode van 7 à 8 jaar pogingen een centraal gezag te herstellen mislukt waren. Puntland, de eerste regio die deze weg is ingeslagen, is het verst gevorderd met het opzetten van een eigen 'regionale' staat. De bedoeling is dat deze regionale staat gestalte krijgt binnen een nog te vormen Somalisch verbond. Per 1 april 2008 bestaat de Somalische Vereniging Maandeeq. Een vereniging die zich zal inzetten om de Somalische gemeenschap in Leiden te verstevigen en de integratie van deze gemeenschap te bevorderen met behoud van de eigen identiteit.Dit willen we doen door o.a.:
- culturele bijeenkomsten
- ondersteuning van de leden op het gebied van o.a. gezondheid, emancipatie en werk
- verwijzing naar hulpverlenende instanties waar nodig.

De komende tijd zullen we steeds meer informatie op deze website zetten die van belang kan zijn voor onze leden en andere belangstellenden.

Repeating Our Mistakes in Somalia I’m pleased to have the opportunity to talk with you this evening about America’s relations with Somalia, a country that’s managed to find its way back into the news headlines recently. Just two weeks ago today, after fifteen years of virtual anarchy, a wobbly “transitional” government was finally installed in the Somali capital, Mogadishu. Curiously, it was put in place by Ethiopian military forces backed by the United States, both countries claiming that Somalia was in danger of falling into the hands of Islamic radicals. And indeed, the Ethiopian invaders had ousted a band of Islamic clerics as they marched into Mogadishu. Shortly afterward, the first elements of an eventual 8,000-man African Union peacekeeping force began arriving from Uganda, empowered by the U.N. Security Council to replace the Ethiopians, train a new national security force, and keep the lid on until the government gets its feet securely planted.

De prijs wordt toegekend aan een Master thesis die een duidelijke bijdrage levert aan de vergroting van de kennis over Nederland als multiculturele samenleving. De beschreven onderzoeksresultaten dienen relevant te zijn voor het beleid van Nederlandse overheden, bedrijven of instellingen terzake. De prijs bestaat uit een bedrag van max. € 10.000,- t.b.v. vervolgonderzoek van de laureaat en publicatie van de thesis.
